ESF Completes Its Through-Train Model With a K1 to Year 13 Guarantee

The English Schools Foundation has formally linked every one of its kindergartens to designated primary schools, completing a through-train model that now gives families a guaranteed path from age three to secondary graduation. According to the South China Morning Post, ESF chief executive Belinda Greer said pupils "would know exactly which school they would attend until the end of Year 13" when they join the foundation at kindergarten level.

One decision, fifteen years

From September 2026, families applying for K1 places for the 2027 to 2028 academic year will be told, at the point of offer, which primary school their child is linked to. Completing kindergarten then guarantees that primary place. The secondary half of the chain was already in place. ESF connected its primary and secondary campuses in 2019, so the new kindergarten link closes the last gap in a journey that now runs continuously from age three to eighteen.

The practical pathways are already mapped. West Kowloon Kindergarten connects to Kennedy School and then to West Island School. Hillside International Kindergarten links families to Glenealy, Peak, or Bradbury schools, progressing to Island School or South Island School. Wu Kai Sha International Kindergarten feeds into Sha Tin Junior School and Sha Tin College. Each route is fixed in advance, so families know not just their child's kindergarten but the full school sequence from the moment of K1 enrolment.

A reshaped admissions market

The competitive effect is likely to be significant. Previously, an ESF kindergarten place gave families priority, but not certainty, at primary level. Now it provides certainty all the way through to Year 13. That makes admission at the youngest stage considerably more valuable, and demand for K1 places is expected to intensify accordingly. ESF's six kindergarten campuses charge between HK$101,000 and HK$111,000 per year, with bond requirements starting at HK$50,000.

The change also matters for how schools plan their estate. Enrolment at age three now carries a 15-year revenue tail, giving early-years capacity a strategic weight it did not previously have. ESF opened three new kindergartens in August 2026, expanding its early-years network before the through-train guarantee came into effect. The combination of new campuses and a locked-in pathway positions the foundation to absorb demand that might otherwise have dispersed across the city's growing range of independently operated English-medium schools.
